Germany: Lead, Don’t Just Watch, on Global Solidarity Levies

Germany must step up from observer to leader in the coalition funding climate and development action.

What to know:

  • Global levies could raise billions from polluters — without costing everyday citizens a cent.
  • Germany is in the room, but not at the table, in the coalition shaping fair climate finance.
  • Call on German leaders to commit to full membership and help design levies that make polluters pay.

Learn More about this cause:

In 2023, the Global Solidarity Levies Task Force launched to turn bold ideas into real, fair funding for climate action and global development. These levies target the industries most responsible for climate change, like aviation, shipping, fossil fuels, and high-volume financial trading, generating billions without raising household bills.

Germany joined as an observer in 2024. That means it listens, but doesn’t lead or commit. While countries from Spain to Senegal have stepped up as full members, Germany — Europe’s largest economy — is holding back.

With COP30 and critical global finance negotiations ahead, Germany has a unique chance to show leadership. Full membership would send a powerful signal that it’s serious about climate justice, development, and making polluters pay.

Development Minister Reem Alabali-Radovan and Finance Minister Lars Klingbeil have the influence to make this happen. Urge them and the German Government to join the coalition as full members now.
